Purpose and Use of HRMS

Every organization has a set of employees working together to achieve the same goals known as the â€Å"human resource† of the organization. These people in turn are handled by another set of employees known as the â€Å"human resource management†. As the fast growing environment and the technology is becoming an active part of the daily exchanges in the business environment, companies are forced to implement latest tools to compete in the fast paced world. One of the tools utilized by the managers to counter the activities of the human resource management is to utilize the human resource management systems or they may also be called human resource information systems. These systems make a direct link with the human resource management and the information technology, enhancing the competence of the organization. Moreover, their main purpose is to automate the activities handled by the human resource management which in turn boosts the efficiency of the department. FINDINGS: Focusing on the purpose and uses of the human resource information systems, let’s look at the reason why managers want to implement these systems in the first place. There comes a time when your business is generating large profits and there is an immense amount of information that needs to be stored; be it about your employees or about the organization itself, there has to be a database securing this information. To ensure the security of this information along with reduction in paper work, organization of data, reorganization of processes, maintenance of profits and the employees an organization may require a human resource management system. These systems serve various purposes and hence, incorporate a lot of modules. Their main focus is on the employee information. First to mention is the Payroll module which takes a note of the attendance of the employees after which it automatically calculates various taxes that they are supposed to pay and also the deductions if any. This helps to reduce all the paper work and calculations; the only manual work done over here is to enter the attendance of the employees. The Work Time module takes care of the time along with the work efforts that the employees need to put in. This information is eminent in order to keep the costs of the organization low and efficiency high. Thirdly, there is the Benefit Administration module which basically focuses on making the employees involved in the benefit programs. These programs generally include compensation, insurance, retirement benefits and so on and so forth. The next module is known as the Human Resource management module. It helps managers to evaluate and analyze employees through their data provided and also takes care of the training and development of the employees and what skills do they encompass. There have been great advancements in technology and such systems have also been developed which tap relevant applicants and put them in the right database for further evaluation by the managers. Another similar module which focuses only on training is known as the Training module. It keeps a check of the skills, education and what type of learning the employee has and suggests books, CDs and other various platforms which may enhance their learning. A cost check is also kept by them, telling what training may cause what expenditures. The next module, known as the Employee Self-Service module enables the employees to check records of their attendance and also question the records if ever a problem is faced, without having to go directly to the HR personnel. It helps them to perform transactions related to the human resource department and ask questions related to the department. Basically this facilitates the employees to solve their own matter. All of these modules combine together to help the organization as a whole. The human resource unit is benefitted as it improves their decision making capability and aids them in providing their best to their customers/clients. It integrates all information into an Enterprise Resource Planning system which further enhances the capabilities of the organization. It promotes organizational and operational efficiency along with making the managers more intricate about their decisions and strategic planning. These systems can be used to achieve the objectives of the organization as well as establish a competitive advantage. As a lot of time of the HR activities is spent on activities which are transactional in nature, these modules may aid the purpose of those activities and help simplify the work. As mentioned above these modules activate the payroll and benefit activities serving the use of such modules. Also do they take into account the Equal Employment Opportunities by looking at various employees and their qualifications. Thirdly there comes the benefit that the employees gain due to an easy access of all the data. The self service provider module for instance aids the employees to get greater access to the human resource information which in turn reduces HR costs. These systems help to analyze the whole organization, looking at the absenteeism analysis, skills inventories, internal job matching, affirmative action plan, applicant tracking, workforce utilization, training needs assessment and so and so forth all give a clear picture to the HR managers of what the organization needs and what it should do to acquire its targets. HRMS facilitate employees by making data more accessible as no human contact is required which takes up most of the time in understanding the query of the employee. Another important factor is that bulletin boards again enhance the information spread throughout the organization as it is accessible to employees globally. They provide a platform through which data can be transferred electronically between vendors and the employees making the whole process swift and smooth. RECOMMENDATIONS: Looking at various uses and the purpose of the Human Resource Management Systems a few recommendations are as follows: * HRMS systems should also introduce a transparent mechanism through which employees are evaluated against their peers, to get a clear picture as to where they stand in the organization. This may enhance their motivation to do better and increase their ranking to become a more valued asset to the organization as it is visible to everybody. This can be included in the self sufficient module where employees can check each other’s ranking. These systems can also incorporate reports of the competitors; about their pay packages and benefits given so as to compare there’s with them; making the organization never lag behind in satisfying their employees. It should always remain up to date with the current scenarios of their competitors and look at the factors in which they need to improve themselves to motivate employees as compared to their c ompetitors. This information may only be available for the use of the human resource department. Another piece of information which may be generated from these systems is to generate productivity reports of each employee. Notice how much effort and time one employee is putting in and what the results are. The employee with the highest productivity may then be rewarded and based as a bench mark to evaluate other performances. * Certain surveys can be occasionally conducted to check the morale of the employees and seek what is there that is missing from the organizations point to satisfy them. Through online responses these systems can generate reports and infer what common problems employees face. * Also HRMS can hold information as to what other types of jobs would the employees like to do. This can come in handy for situations when managers want to utilize job rotation, job enlargement or job enrichment. This can make them aware that in what other activities a person is good in and how could that be put to use. CONCLUSION: HRMS, along with increasing the efficiency of the organization, also standardize the processes making employees utilize easier and quicker mechanisms. Their use and purpose for an organization is mostly administrative and they fulfill it ideally. It provides an effective framework to utilize and administer the human capital of a company. By the help of IT professionals these systems are generated and transformed from initially being the main frame â€Å"client server† architectures. Overall, as viewed through various insights it can be concluded that much of the work that is done manually is taken over by these systems for better management of processes and a well integrated company is a result of implementing these systems. They allow managers to employ them in such a way that it becomes an â€Å"effortless† job for the managers to keep a track of various activities: focusing on recruitment, employee turnover, problems and so and so forth. A company making use of these systems in the right way has a great chance to prosper.

Revenge Tragedy: Hamlet Essay

For a play to be considered a revenge tragedy, revenge has to be a prevalent theme throughout. Revenge needs to be intertwined in character interactions, and have a strong hold on the driving force of the plot. The desires of Hamlet, Laertes, and young Fortinbras each exhibit how the plot of Hamlet, by William Shakespeare revolves entirely around theories of revenge. The theme of revenge starts off very early in the play, when Hamlet speaks with the ghost of his deceased father. When the ghost tells Hamlet how Claudius murdered him, Hamlet is infuriated and overtaken with feelings of responsibility to right the wrong that has been done; to murder Claudius. The effects of this experience on Hamlet are portrayed clearly in the following quote, â€Å"And so I am revenged. That would be scanned: A villain kills my father, and for that, I, his sole son, d this same villain send to heaven;† (p. 161, 3.4). This quote clearly exemplifies Hamlets feeling toward this event. Being his fa thers only son, he feels completely responsible for his fathers vengeance. Revenge has caused the downfall of many a person. Its consuming nature causes one to act recklessly through anger rather than reason. Revenge is an emotion easily rationalized; one turn deserves another. However, this is a very dangerous theory to live by. Throughout Hamlet, revenge is a dominant theme. Fortinbras, Laertes, and Hamlet all seek to avenge the deaths of their fathers. But in so doing, all three rely more on emotion than thought, and take a very big gamble, a gamble which eventually leads to the downfall and death of all but one of them. King Fortinbras was slain by King Hamlet in a sword battle. This entitled King Hamlet to the land that was possessed by Fortinbras because it was written in a seal’d compact. â€Å"†¦our valiant Hamlet-for so this side of our known world esteem’d him-did slay this Fortinbras.† Young Fortinbras was enraged by his father’s murder and sought revenge against Denmark. He wanted to reclaim the land that had been lost to Denmark when his father was†Ã¢â‚¬ ¦Now sir, young Fortinbras†¦as it doth well appear unto our state-†¦Ã¢â‚¬ ¦. †¦ †¦to exact revenge for his father’s death. Revenge can be an invaluable tool to amass success and wealth, or it can be a fatal flaw that guarantees immanent death. It is a dangerous emotion, which can easily consume, however it can be used to great satisfaction. Perhaps it is these qualities that lead us to allow ourselves to act on its impulses. The lessons learned by both Hamlet and Laertes are something that should be remembered. Revenge is not to be taken lightly. When acted on this is one emotion that can definitely come back to haunt you.

When fossil fuels are burned they release mostly CO2, but they also release two harmful gases, sulphur dioxide and various nitrogen oxides. The sulphur dioxide, SO2, comes from the sulphur impurities in the fossil fuels. However, the nitrogen oxides are created from a reaction between the nitrogen and the oxygen in the air, caused by the heat of the burning. When these gases mix with clouds they form dilute sulphuric acid and dilute nitric acid. Cars and power stations are the main causes of Acid Rain. Acid Rain has effects on plants, soil and even buildings. The acid reacts with the limestone and then the limestone begins to erode. From previous knowledge, I know that limestone has the chemical formula CaCO3. Limestone, chalk and marble are all calcium carbonate. When an acid reacts with a metal carbonate (such as calcium carbonate) the fizzing shows that a gas is produced. That gas is carbon dioxide, CO2. Adding hydrochloric acid to a rock sample is one of the tests for a carbonate rock, like marble, chalk or limestone. It is also why these rocks are greatly affected by acid rain. The word equation is for this reaction between calcium carbonate and hydrochloric acid is: Calcium carbonate + hydrochloric acid –> calcium chloride + carbon dioxide + water The chemical formulae for this reaction between calcium carbonate and hydrochloric acid is: CaCO? + 2HCL –> CaCL2 + CO2 + H2O The rate of reaction can be calculated by measuring amount of Carbon dioxide gas that is obtained by the syringe. There were various types of apparatus which I included: Goggles Syringe Stop clock Measuring cylinder Spatula Hydrochloric Acid Marble-Powder and Chip Boiling tube Bung Preliminary experiment. Before actually beginning my investigation, I will firstly carry out a preliminary investigation. This will help me to see the improvements that I can make after the experiment. I will be able to see possible downfalls and failures in my method, work out appropriate quantities of chemicals to use and generally improve the quality of the final experiment. Below is the set up apparatus that I will use for the preliminary experiment and the actual experiment: The preliminary experiment is performed so that I can predict the volume of acid, the mass of the chip and powder and the length of time that I will be timing for. 1. Firstly, I set up the apparatus. 2. I will specify a curtain mass of marble using a balance and I will place it into the boiling tube. 3. Then, I will measure a quantity of acid and quickly add it to the boiling tube whilst after quickly placing the bung onto the top of the tube. 4. I will record the amount of CO2 gas which is given off, every curtain amount of time. This will produce a rate of reaction. For many experiments the rate of reaction can be changed by altering curtain variables. For this reaction there is no catalyst, therefore we cannot alter this variable. However there are three main variables that could be changed: Temperature of the acid – this would be varied by starting off with the acid at room temperature (around 24i C) and then using acid with temperatures of 30i C, 40i C and 50i C. Concentration of the acid – the concentration would be varied three times, using hydrochloric acid with concentrations of 0. 5M, 1M and 2M. Surface area of the calcium carbonate – the surface area would be varied by using different sizes of calcium carbonate. I will predict that the 2m acid and the powder will be the fastest reaction as the acid is more compact with acid particles in the same volume of water. This helps more successful collisions take place between the particles. The more collisions there are the increased rate of reaction. I found out that I should use 1 gram of mass for the chip and powder marble and 30cmi of acid. This is because the reaction is not too fast or slow. I can get an acceptable number of results recorded. I will be using three different concentrations of acid, 0. 5m, 1m and 2m. (m=molar) The time I will be using will be starting at when the syringe starts to move up to 180 seconds. I will be keeping the amount of acid the same and the mass of the marble so that I conduct a fair test. The temperature was kept at 24i C-25i C. After completing my experiment my results show me that as the concentration of the acid is increased, the reaction takes place faster and more gas is produced in a shorter space of time. Due to this I found that the 2M hydrochloric acid (the strongest concentration of acid I used) produced the most gas in the shortest time. The 0. 5M hydrochloric acid (the weakest concentration of acid I used) produced the least amount of gas in the longest time period. I can clearly see from the graph that the 2M hydrochloric acid gave the fastest reaction and produced the most gas in the shortest space of time, because the gradient of the curve is the steepest and goes far higher than the other curves showing that a larger amount of gas was produced because the ‘gas produced’ axis is the ‘y’ axis. The fact that the 2M acid had the steepest curve shows that the reaction was fastest because a large amount of gas was produced (high on the y axis) and in a short space of time (short on the x axis). This will give a steep gradient on the graph. The 0. 5M hydrochloric acid gave almost the opposite curve when the results were placed on a graph. Not much gas was produced in a long space of time and so the slope was very gentle and low on the graph. The 2M hydrochloric acid produced the most gas in the shortest amount of time and was generally a quicker reaction due to its significant difference in particle arrangement compared to the 0.5M and 1M hydrochloric acid. The more concentrated 2M hydrochloric acid has more acid particles in the same volume compared to the 1M and 0. 5M acid. This means there are more available acid particles to react with the calcium carbonate. The reaction will be quicker when using the 2M acid because there are more particles available to react with. The calcium carbonate particles can react with more acid particles quickly as they are easily accessible, whereas in the 0. 5M acid, there are few acid particles in a volume and so some calcium carbonate particles will have no acid particles to react with, causing the reaction to be slow and uneventful. All reactions will only occur if there is enough energy to make it happen. This minimum energy is known as activation energy. Activation energy is the minimum energy for which two reacting particles must collide for a reaction to take place. When particles collide they slow down, stop, and then fly apart again. This will occur regardless of whether they have enough energy to react. In an unsuccessful collision the particles separate unchanged, but in an effective collision the activation energy barrier is crossed and the particles that separate are chemically different from those that came together. I think my results are definitely sufficient to support my prediction. They equal everything I predicted and I am very pleased at how well they turned out. Evaluation I think that the experiment went very well. All my results matched my prediction and everything went ‘according to plan’. The gas produced by each acid had a steady increase however; there were a few rogue points. Overall I achieved what I set out to do. I would have liked more time on the experiment to make sure everything was perfect, though. Due to the short time limit we were quite rushed in completing the experiment. There were a few aspects of the experiment that could have been improved to make the experiment even more accurate. For a start the experiment was undertaken over a few days. Each day had a different temperature and so this would have affected the results. If one day had been hotter than the others the heat would have influenced one reaction to take place faster. Also due to the fact that the experiment lasted a few days, different equipment was being used each day. Some gas syringes were slightly stiffer than others and so wouldn’t move out as fast. If on one day you had a very stiff gas syringe that wouldn’t move very easily and on another day you had a very loose gas syringe, then the results would be very different as the loose gas syringe would give results that say that the reaction happened very fast and the stiff gas syringe would give results that say the reaction was slow. To prevent this from happening the experiment should have been undertaken and finished on the same day, using exactly the same equipment as you started with for each acid. The initial part of the reaction when the acid first reacts with the calcium carbonate is very fast. A lot of gas is produced at the beginning of the reaction. However the way the apparatus are set up means that when you pour the acid onto the calcium carbonate, there are a few seconds when the gas is able to escape before the gas syringe is connected to the test tube. To avoid this from happening a test tube containing the calcium carbonate should be placed inside a beaker containing the hydrochloric acid. They must not be touching, as the reaction would then start. Then the gas syringe will be connected to the beaker. When the reaction is ready to start, the beaker is knocked so that the test tube falls over, consequently causing the reaction to take place as the acid and carbonate would mix. Then when the initial gas is produced it will all be ‘caught’ as the gas syringe is already in place. The surface area of the calcium carbonate should also have been kept equal. The same number of equally weighted chips should have been used. E. g. all 1g chips. This way the reaction is fair and accurate, as a large surface area will cause the reaction to take place faster. Keeping all the surface areas the same would have kept the experiment fair. However to do this would have taken a long time and we only had a limited amount of time. Another way of keeping the temperature the same would have been to do the experiment in a water bath. This would have allowed us to do the experiment over a few days as well. Acid Rain. The workforce is being exploited by these corporations in all parts of the globe, sometimes as child labor, sometimes as human trafficking and sometimes as sweatshops. The workers working in sweatshops are subjected to miserable and dangerous working condition. Similarly they are deprived of their basic rights such to raise voice against the employers, demand higher wage or to have extensive breaks during the working hours. Here it can be observed that the conditions of utilitarianism are not satisfied as the greater number of people in this case the workers are subjected to hardships and sufferings (Oppapers.com, 2009). Hardware used in my created system Essay The hardware my system will use is a keyboard and mouse for input and it will use a monitor and a printer for output. The actual computer tower itself is obviously required hardware, and includes a hard drive, RAM for process storage, the CPU to run all the processes in the computer and there are other things too. The wage slip is my output product (as well as the leaflet), as it is what I want to get out of my system. The input is the data in the spreadsheet, and the spreadsheet is obviously the store of this data. The process itself is getting the input to the output, and the way we do that is by using mail merge. Mail merge automatically moves the data from where we input it into our wage slip which will be printed, which is our output. Each part of my system needs hardware. The input which is the data requires a keyboard. Storage requires a hard drive, obviously. The process requires a CPU and RAM to function and the output (wage slip) requires a printer monitor. My system can be described as a number of subsystems. The wage slip is a system in itself, having the spreadsheet as input data and storage, the actual mail merge being the process then the wage slip being your output. But deeper down, the spreadsheet alone is a system, with data entered in as input, the cells storing the data. Then the processes are the formulas manipulating the data, finally giving us wage figures as our outputs from the spreadsheet sub-system. The problem with the hardware I am using is that with a keyboard and mouse, lots of errors can be made, even with validation rules. Someone may type a 7 in hours instead of 8 and then that employee would get underpaid. A better system would be to use a card scanner, fingerprint scanner or barcode scanner with recognition of each employees card/fingerprint. A person could scan in when they enter the work place and then rescan back out and then the data of how many hours they had worked could automatically enter into the spreadsheet, therefore making error almost impossible. The problem with this is that there is a larger initial cost for the technology needed over a mouse and keyboard input. There are also completely different systems like using pen and paper The upside of this is that its extremely cheap as no expensive hardware or software is needed. There are many downsides to this system though. First of all, it is very slow, as each wage slip must be written out individually and all calculations have to be done by hand and then written down. Furthermore, lots of errors can be made using pen and paper because the calculations arent as consistent as using some kind of computer. Hand writing may be misread on the calculations and then it could make catastrophic mistakes when copying out the calculation results onto the wage slip. Writing each wage slip out would take so much time that it probably wouldnt even be feasible in this day and age. Automated wage slips overcome this problem Commercial systems are normally very accurate but theyre made for very large scale operations, and so cost a lot of money. Also, our system uses very basic hardware that any computer will have, and can be adapted to the users needs.

Analysis Of Unilateralism Under George W Bush Politics Essay Prior to 1945, the dominant trend in the policy of the United States was isolationist, which was isolation from global affairs. America was ambivalent about multilateral engagements and as much as possible remained separated from the European balance of power. In the same vein, the U.S. congress disapproved U.S. participation in the League of Nations reflecting the traditional ambivalence of America towards multilateral engagements. However, after the 2nd World War, there was a significant change in the U.S. foreign policy. The American isolationist approach collapsed completely, and the United States foreign policy was principally committed to multilateralism, as the defining post war strategy adopted by both Democrats and Republicans (Skidmore, 2005). The United States adopted a strategy of global engagement from its hitherto selective engagement. A multilateral approach became the crucial instrument in Americas attempt to conduct the cold war and rebuild international order. The onset of the cold war was the major source of change which by 1947 convinced U.S. policy makers that removal of the soviet threat was the proper strategy and in light of the communist challenge, the containment of the Soviet threat had to be global to have any effect (Jentleson, 2008). The United States became committed to multilateral cooperation and international institutions following World War 2, it promoted the Bretton Woods System multilateralism while supporting institutions such as the UN, IMF, NATO, and the World Bank among others. During this period according to Skidmore (2005), multilateralism attained prominence in the foreign policy of the United States both in practice and in rhetoric, and as the U.S. became internationally powerful, multilateralism was integrated as a norm in international society. However, the American foreign policy has since taken a sharp unilateralist turn especially with the Bush administration; it turned its back on the world and was principally committed to unilateralism and this has been consequential for the U.S. policy and the reputation of the United States internationally. This essay seeks to explore how the United States under the Bush administration rejected multilateralism and adopted a more unilateralist approach to global issues than its predecessors. It is pertinent to note that multilateralism for the United States was not always a principled commitment, but more of a policy preference; American policy makers approached multilateralism pragmatically as it was adopted insofar as it serves U.S. interest and was willingly overlooked when it did not work. It is important to acknowledge that despite the fact that President Bushs administration embraced a more unilateral approach to international issues, not all of presidents Bushs predecessors adopted a multilateral approach to foreign policy as the United States always favoured whatever worked. The Reagan administration in the 1982 Siberian gas pipeline conflict rejected the NATO consensus and enforced unilateral sanctions against European companies for cooperating economically with the Soviet Union (Ikenberry, 2003). The Bush senior administration in the bid to promote free trade approached international economic policy unilaterally; its use of Super 301 trade negotiating authority allowed the U.S. to act as judge, jury and prosecutor simultaneously as it determines what countries should be threatened with punitive sanctions. According to Ikenberry (2003), U.S. officials argue consistently that although multilateralism was preferred, they were always ready to use bilateral talks or even unilateral actions when necessary to achieve what they want. Under the Clinton administration, the NATO allies of the United States tried to convince the Clinton government for several years to intervene in the Bosnian Civil war through a multilateral approach. After the United States finally agreed in 1995, it practically dictated the terms of military intervention supporting the Dayton agreement (Stewart and Shepard, 2002). Also, the Clinton administration intervened under the auspices of military institutions in Somalia in 1992-1993, but withdrew its troops unilaterally after American soldiers became casualties in Somalia. Furthermore, despite international pressure, the United States sat back and practically did little or nothing while atrocities such as the genocide in Rwanda took place. In the same vein, the Clinton administration in Kosovo resisted the UN Security Council by rejecting an intervention and instead worked through NATO, a different multilateral institution. Similarly, the Clinton administration in 1998 refused to be limited on its ability to employ U.S.military power and bypassed the UN Security Council by undertaking Operation Desert Fox, a major four-day bombing campaign on Iraqi targets. Clintons National Security Adviser Anthony Lake, is of the opinion that only one overriding factor can determine whether the United States should act multilaterally or unilaterally, and that is Americas interests. We should act multilaterally where doing so advances our interests, and we should act unilaterally when that will serve our purpose. The simple question in each case is this: What works best? Anthony Lake (1993: 663) However, the United States under the Bush administration embraced a more unilateralist approach to global issues than its predecessors. Unilateral elements of the Bush Doctrine were apparent in the first months of the Bush administration as America withdrew from international agreements, retreating into a unilateralist stance. President Bushs unilateralism became evident in the first few weeks after he took office. After he preached during his election campaign that the U.S. should learn humility in their conduct with other nations, in March 2001, President Bush rather arrogantly withdrew the United States from the Kyoto Global Warming negotiations, a protocol the Americans had signed but was yet to be ratified. Jacobson, (2002) echoed that The U.S did not want its capability to trade for emission rights with other nations to be limited. Following the U.S. withdrawal from the Kyoto protocol, European critics indicated that the United States in 2002 emitted about one-third of greenhouse gases globally (Dumbrell, 2002). Furthermore, in mid 2001, projections made pointed out that by 2010, U.S. emissions would increase by 23 percent. The U.S. refusal to support emission reduction limits confirmed the unilateralist position of the Bush administration to foreign policy (Dumbrell, 2002). The Bush administration repudiated to support series of international agreements. The convention on the prohibition of the production, stockpiling, the transfer and use of antipersonnel mines was signed on the 18th of September 1997 in Ottawa (Prestowitz, 2003). The treaty was signed by every country in the Western Hemisphere except the United States and Cuba and every other member of NATO are signatories to the treaty except the United States and Turkey. The United States demanded an exemption for the removal of mines along the borders of the demilitarized zones in South Korea and an exemption permitting as part of a mixed system the deployment of U.S. antipersonnel mines including antitank mines (Edwards and King, 2007). Other parties to the negotiation rejected both demands made by U.S. military officials and this prompted the U.S. to decline the final agreement. Although President Clinton during his administration promised that the United States would sign the Ottawa convention b y 2006, the Bush administration since entering into office had rejected the treaty and abandoned Clintons earlier pledge. The United States followed self-proclaimed unilateralist action by refusing to ratify the International Criminal Court. The ICC, establish to try war crimes was voted to be established on July 17, 1997 by 120 nations although 7 nations voted against the court while 21 nations abstained (Nolte, 2003). Although President Clinton ultimately signed the ICC treaty as one of his final actions in office on December 31, 2000 overruling objections from many senate Republics and the pentagon, the Bush administration rejected the ICC and withdrew all U.S. support of the court thereby rendering the earlier signature of Clinton null and void (Brown, 2002).The Bush administration campaigned to make sure that other states would not bring charges to the ICC against U.S. troops, According to Nolte (2003), under U.S. pressure the governments of more than sixty states signed bilateral agreements pledging not to submit charges to the ICC against U S. troops. Under the Bush administration, the unilateralist trend of America refusing to live by the rules and yet expecting the rest of the world to comply was dramatically accelerated. President Bush abrogated the 1972 Anti-Ballistic Missile Treaty on December 13, 2001 in pursuance of a national missile defense as the Bush administration had blamed the national missile defense lack of advancement on the ABM Treaty (Hirsh, 2002). This step undertaken by the Bush Administration was opposed by China, Russia and most U.S. allies but President Bush was determined to go-it-alone by backing out of a Treaty that had been a vital part of arms control for close to 30 years. During the Clinton and Bush Senior administration, the power of the United States was not flaunted by domineering less powerful states, although the Clinton administration acted unilaterally on some occasions, at least it appeared to consult and take the views of others before taking action. The Bush administration on the other hand does not even pretend to listen to its allies; rather they inform allies of what is expected to be done. Bushs unilateralist approach could be referred to as in your face or without apology as his unilateral practise is not taken only as a necessary last resort. The 9/11 terrorist attacks on Washington D.C. and New York shocked the international community to cooperate unprecedentedly as friends and foes of the U.S declared jointly a global war on terrorism. However, after the Taliban regime in Afghanistan alongside its Al Qaeda terrorist allies had been toppled, the Bush administration returned to assertive unilateralism (Hayden et al, 2003). The Bush administration disregarded the uproar of international opposition, without an explicit authorization of the Security Council to the use of force and proceeded with the Iraq war almost alone. In the wake of the terrorist attacks, the U.S policy under President Bush continued to be characterised by unilateralism. On the 29th January 2002, President Bush in his State of the Union Address characterized Iraq, Iran and North Korea as an axis of evil, governments threatening world peace, accused of seeking weapons of mass destruction and assisting terrorist (Owens and Dumbrell, 2008). Ignoring criticisms internationally, President Bush went ahead to destroy the Saddam Hussein government, belittling the International Atomic Energy Agency and the united nations as being ineffective. The U.S led coalition to invade Iraq was joined by only Britain. The U.S. led invasion of Iraq under the Bush administration symbolised the implementation of a new national security policy known as the Bush doctrine. This doctrine basically changed the way U.S. acted towards the rest of the world and indicated a radical shift from past national security strategies. This doctrine stressed the concept of preventive or pre-emptive war and a willingness by the United States to act unilaterally if cooperation through a multilateral approach cannot be attained. According to Owens and Dumbrell (2008), President Bush indicated that the new policy was imperative to forestall the proliferation of weapons of mass destruction among terrorist groups and rogue states, while maintaining that the policy of deterrence was no longer adequate to prevent the use of chemical, nuclear and biological weapons among terrorist organisations or rogue states. The Bush doctrine prompts the United States to behave arrogantly and act unilaterally since the invasion of Iraq. Also, the doctrine would jeopardize the international cooperation necessary to track down terrorist groups as the U.S tends to alienate world opinion. Furthermore, the concept of pre-emptive war is prone to encourage the proliferation of weapons of mass destruction rather than discourage it and could increase the risk of regional conflicts if embraced by other nations. The use of force unilaterally would not resolve the resolve the problems of the world. President Bush senior told his son that if a war in Iraq was not backed up by international cooperation, hopes of peace in the Middle East would be farfetched. Bushs Unilateralism and pre-emptive action to deal with weapons of mass destruction has incited popular criticism and ambivalence throughout the Middle East, East and Southeast Asia among others (Edwards and king, 2007). His unilateral approach to global affairs has backfired as it created friction between the mainstream international community and the United States. The heart of President Bush was in the right place as he wanted to make the world secure from terrorism and WMD for which he should be applauded, however, his might makes right and America first approaches have intensified animosities, shaken alliances and increased the risk of global terrorism. When it comes to addressing the problems of the world , multilateral international cooperation is more appropriate than President Bushs unilateral actions. The United States has the greatest influence in international affairs as it possesses the largest military and economy in the world. No nation has had as much cultural, economic and military power as the United States since the Roman Empire. However, Nye (2002) is of the opinion that it became evident through the nuclear threat posed by Iraq and the attacks of September 11 that in solving global problems, power is just not enough. Global issues such as environmental degradation, terrorism, financial instability, infectious diseases, drugs and the proliferation of weapons of mass destruction requires involving the cooperation of other nations to be tackled. Unilateralism harms the credibility and international standing of the United States, weakens global environmental initiatives, damaged treaties and cripples the ability of the U.S to negotiate effectively in the future. There are global problems that simply cannot be solved by one country alone irrespective of how powerful, the U.S needs global cooperation to combat international terrorism, sanction effectively law-breaking states, hinder the proliferation of WMD and missile technology, to invest in foreign nations and to curtail illegal immigrants across international borders amongst others (Haass, 2008). Nye (2002), stressed that the United States cannot go it alone as unilateralism is not a viable option; it threatens to undermine its soft power and triggers the forming of coalition against the U.S. which could finally limit its hard power. However, Nye is not saying that the United States should not strike out on its own when deemed necessary or as a last resort because the interest of the U.S. may not always correspond with the ambitions of other nations. Nevertheless, the United States should strive to cooperate with the international community as much as possible because if the U.S. is bound to lead, it is also bound to cooperate (Nye, 2002).
